Background

Throughout the IUF Rulebook there are rules that are required for "continental championships". Technically NAUCC is a continental championship, however it functions much more like a national championship. There are many rule changes in the latest IUF Rulebook that incorporate the use of "continental championships" in the rules and the intent was definitely towards competitions like the European Championships where you're looking at 500+ competitors. NAUCC has yet to reach anything close to this size. This proposal allows NAUCC to opt out of these stricter requirements as needed.

IUF Requirements for Continental Championships

Throughout the IUF Rulebook there are various additional specifications, rules, and requirements for Continental Championships. This amendment document recognizes that while NAUCC is the Championship event for the North American Continent, these additional stipulations were generally written with much larger Continental Championships in mind. As such, all additional specifications, rules, and requirements for Continental Championships listed in the IUF Rulebook are treated simply as recommendations for NAUCC.

Proposal 2: Amendments of General Rules and Definitions (Part 1)

Background

Effectively, what I have done is merge the 2016 USA Rulebook Amendments with the 2017 IUF Rulebook for Chapter 1.

Proposal

This proposal would accept Chapter 1 from this draft document to be the new Chapter 1 for the 2017 USA Rulebook Amendments.

A summary of the differences between the USA and IUF Rulebook for chapter 1 follows:

  • USA, USA Board, Unicycling Society of America, and NAUCC replace IUF, IUF Board, International Unicycling Federation, and Unicon wherever and whenever relevant.
  • Section How the Rulebook is Updated: USA Rulebook updates follow the IUF Rulebook completion must be publicized no less than four months before the start day of the next NAUCC to be used there (with the exception of a USA Board vote).
  • Section Nations Represented: Rules about how now North American competitors can participate at NAUCC.
  • Section Required Events at Unicon/NAUCC: List the events required at NAUCC.
  • Section Registration Forms (and Waiver): Add text "waiver absolving the USA board and its members from liability."
  • Section Awards: Add stipulations about adding the USA logo, "Unicycling Society of America" or "NAUCC" to the awards, and requiring USA Board approval.
  • Section Terminology: Remove bits about specific disciplines and Unicon.
  • Section Definitions: Add USA: Unicycling Society of America, Inc to the definitions alongside the IUF.

Proposal 1: Accept past amendments: Ungeared awards and Group/Club Freestyle

Background

In the previous 2016 USA Rulebook Amendments, in part 2 there are current two amendments: Ungeared Awards/Champion and Group/Club Freestyle. I think both of these changes are something the USA should keep.

Proposal

Keep parts 2.1 Ungeared Champion and 2.2 Group Freestyle from the current 2016 USA Rulebook Amendments. Only the reference number to the IUF Rule must be updated for the new 2017 IUF Rulebook when the new USA Rulebook Amendments are compiled.

For completeness, both rules are copied below:

2.1 Ungeared Champion
At NAUCC, for each gender (male and female) where there are five or more geared riders in an Unlimited event, the fastest ungeared rider from that gender will be awarded with the North American Ungeared Champion title for that event. The next two ungeared riders from each gender should also be recognized with an award for second and third place, respectively, in that event. This is only for the expert classification, not for Age Groups.

 

2.2 Group Freestyle
Group freestyle is divided into two categories: Club and Group. Each rider may enter each category (Club and Group) only once. For example: a rider can be in a Club routine and a Group routine, but not two Group Routines. A rider may appear in a second Group Freestyle performance with permission of the Chief Judge, to replace a rider due to illness, injury or other mishap.

2.2.1 Group
Minimum of three riders.

2.2.2 Club
Minimum of three riders. Must be a USA Affiliated Club, and all riders must be members of said club.

2.2.3 Minimum Age Groups
None.

2.2.4 Time Limit
Five minutes for Club, three minutes for Group.

2.2.5 Unicycles
Any type and any number.

2.2.6 Music and Costume
Same as Individual Freestyle.

2.2.7 Props and Decoration
Same as Individual Freestyle.

2.2.8 Judging Method
Same as Individual Freestyle, but with additional emphasis on teamwork and multiple person skills, such as formation riding. Extra consideration will be given to account for widely different group sizes, relative skill levels, and relative ages of riders.
